If there is none, then contact your local vets and humane shelter to register that you found a dog. If someone can prove that that dog belongs to them; they can say you stole it after not trying to find the owner well enough. Now, as per training; it is best to use positive reinforcement training methods which you can read/learn about on Youtube or online. But the first and foremost thing to do is to have a trainer come in and help you one-on-one.
