For starters, when was the last time anyone lubricated the lock? With UPVC Locks it is important not only to lubricate the cylinder, (where you put your key into) but also down the leading edge where all the bolts shoot out into the frame. Normally a little 3 in 1 oil should be more than ample. Lift the handle up and down at the same time, while putting a little oil in. Normally that is all you'd need to do, and without stripping the lock out of the door that is as much as one can expect to do.

If you feel it freeing up as the oil works its way in then that's great news. Now you need to close the door and lift the handle, this should also be smooth Perhaps a little resistance as the door compresses against the seals. But that should be all; if it is stiff to lift then eventually the lock is going to break. The reason for this is simple, the door is not in line with the frame.
