GWYNN'S ISLAND — After a 2 1/2-year delay, Gwynn's Island Condominiums are ready for sale.The two-bedroom condos, which contain between 1,300 square feet and 1,800 square feet, sell for between $99,500 and $139,500.The first of three buildings, containing seven units, has been finished, and work continues on the second building. That building will have nine condominiums when it is finished later this summer. The third building, which will have 11 units, may be started this fall, depending on how sales go in the second building.Already, three contracts have been offered for units in the first building and two contracts have been entered on the second building, according to Tim Rowe, of Steven T. Rowe Real Estate in Gloucester. Rowe is marketing the condominiums for the builder, Osprey Corp. of Mathews.Construction on the condos began in 1987. In March of that year, 18 landowners filed suit against the county, claiming the approval of the condominiums violated the subdivision ordinance.

In March 1988, a judge ruled in favor of the landowners, and the Mathews County Board of Supervisors changed the zoning on the properties and granted special exception permits to allow the projects to proceed.Husky Puppies For Sale In Oakland CaIn November 1988, the judge in the case granted the county's motion to dismiss the case, saying it had become moot after the land was rezoned. In April 1989, a judge dismissed the case, saying the rezonings were within the scope of the county's legislative powers.

The seven Gwynn's Island Condominiums built during the controversy failed to sell, and in November the project was sold at auction to Chesapeake National Bank.Osprey Corp., which bought the project from the bank, finished out the seven condominiums and began work on the second building this spring.The condominiums, while suitable as weekend and vacation homes, are really built to be full-time residences, Rowe said. "The idea was year-round homes as opposed to summer homes," he said.The condominiums feature built-in appliances - refrigerator, range and range hood, dishwasher, microwave, washer and dryer - wall-to-wall carpeting and enclosed sun porches.There are three models available. The Mariner - the fastest-selling model, Rowe said - is a two-bedroom, two bathroom, one-floor model with about 1,300 square feet. It sells for $99,500.The Sunrise is a two-bedroom, two-and-a-half bathroom split-level model with about 1,600 square feet. It has sun porches off both the living room and master bedroom.

The living room features a dramatic fireplace. It sells for $139,500.The Lighthouse is a two-bedroom, two-and-a-half bathroom two-story unit with about 1,800 square feet. It also features sun porches off the living room and master bedroom and has a corner fireplace in the living room. It sells for $129,500.All the units are waterfront, overlooking a sand beach on Milford Haven. Gwynn's Island sits in the spot the Piankatank River joins the Chesapeake Bay and is separated from the Middle Peninsula by Milford Haven.Plans call for a pier to be built at the development. There are no boat-docking facilities available at the condominium, but there are several marinas both on and near the island.The development has its own well-water and septic tank system. The $70 a month condominium association fee covers the cost of water and sewage treatment, as well as pier maintenance.Investors Mortgage of Richmond has a special financing package available for the condominiums, Rowe said, and will handle 90 percent financing if the condo is bought as a second home.
