Welsh Government Ministers granted planning permission in January 2014 following an appeal. Taylor Wimpey have submitted a reserved matters planning applicaiton to the local planning authority for the first phase of development for 101 units.

Register your interest in a new home In January 2011 an outline plannning application for: 'Proposed residential development (1200 dwellings approximately) and ancillary retail and community development, landscaping and highway site at land west of Cwmbran Drive, South Sebastopol' was submitted for the site. Whilst this application was refused by Torfaen County Borough Council planning committee (against officer recommendation) it has subsquently been granted by Welsh Government Ministers via an appeal. Following the Public Inquiry, it was clear that some local residents had specific concerns in respect of the southern access (onto Lowlands Crescent) and the relationship of the proposed development with the canal. To address these concerns a new outline planning application was submitted to Torfaen Borough Council in July 2014, this application was approved at planning committee in October 2014. The site is located in Torfaen in south Wales approximately 20 miles from Cardiff.

The site is situated with Sebastopol to the north and Cwmbran and Pont Newydd to the south. To the east lies Cwmbran Drive (A4051), to the west lies the ridge line of Mynydd Twynglas which rises to some 472m AOD. The site extends to approximately 100.6 hectares (249 acres) and occupies an area of sloping hillside. The site has undulating slopes, wooded areas, grassland, streams and the Brecon and Monmouthshire Canal which bisects North -South. The site has various opportunities and constraints including: Undulating land form forming some steep slopes; Key views from many areas of the site; Areas of woodland, hedgerow and trees with local conservation interest; The Brecon and Monmouthshire Canal and towpath which runs through the site; The existing footways and Rights of Way on the site; The two Sustrans cycle routes; Existing farm houses and dwellings; The existing communities of Sebastopol and Cwmbran and the potential to integrate with the new community of South Sebastopol.

The site benefits from existing local services and facilities both to the north within the settlemtnt of Sebastopol and to the south of the development within Cwmbran and Pontnewydd. The local services include educaiton, leisure and retail facilities. The proposed development will be for approximately 1200 homes and ancillary retail and community development, landscaping and highways. The development will provide a mix of new facilities and will benefit from existing local services and facilities both to north within the settlement of Sebastopol and to the south of the development. The development concept for South Sebastopol is to create five distinct character areas in the form of walkable neighbourhoods set within a network of Green Infrastructure. The overall masterplan effectively responds to and enhances the area's context by considering the following issues access and movement, green infrastructure, residential density and building heights.
