Among the four Tampa Bay organizations that will have first dibs on the foreclosures is Bright Community Trust, a Pinellas County nonprofit that buys houses, apartments and vacant lots to keep them below market value.
"This is going to help tremendously," said Marquaz McGhee, the nonprofit's housing services director. "A lot of those homes are eyesores, as well as receiving code violations. Also, it will allow housing counseling agencies and developers to put houses back out at an affordable cost to prospective buyers." The news was also welcomed at another designated agency, the Hillsborough County Affordable Housing Department. "It may well end up being a good program," said Paula Harvey, the county's director of housing services, "though I don't know which funding sources would be available to purchase any of these properties." Under a previous program, the county used federal funding to buy numerous foreclosed single- and multifamily homes, many of which it still has because they were so plagued with problems. Also eligible to get an advance look at Fannie Mae and Freddie Mac properties starting Dec. 1 will be the Pasco County Community Development Organization and the CDC of Tampa.
Fannie and Freddie are government-backed, publicly traded agencies that support the housing market by buying and insuring mortgages. After the real estate crash, the agencies acquired hundreds of thousands of homes whose borrowers had defaulted on their federally insured mortgages. Since 2009, Fannie Mae has been unloading houses and condos through its popular online HomePath program. For the first few weeks after a property is listed, only people who intend to live there can buy. If the house doesn't sell in the "first look" period, the price typically is lowered and anyone can bid. Many HomePath houses initially go to investors, who often do a few thousand dollars worth of repairs and cosmetic work, then flip them for a profit. Federal officials began giving nonprofit organizations the first chance to buy under a pilot program that started in Detroit and Chicago. The experience in those cities was positive enough to expand the program to 18 more metro areas, including Tampa Bay, Jacksonville, Orlando and Miami-Fort Lauderdale.
