FOR many parents, a third row of seats has become a must-have feature on vehicles ranging from S.U.V.'s like the Ford Explorer and Dodge Durango to sport wagons like the Chrysler Pacifica and Cadillac SRX. But even as manufacturers add third rows to a broader range of vehicles, little is known about how the passengers seated there, usually children, will fare in accidents. There are also few safety guidelines for consumers to follow when shopping for vehicles with a third row. The National Highway Transportation Safety Administration does not conduct rear-crash tests with dummies to simulate the effects on third-row seat occupants, said an agency spokesman, Tim Hurd, and has no immediate plans to do so. The agency already ranks vehicles with one to five stars for front and side safety and for rollover resistance. Mr. Hurd said the agency did not consider a rear crash test necessary because the probability of someone's being hurt in the third row was very low. ''Hardly anyone sits back there, and rear crashes tend to be at low speeds,'' he said.
Nor does the Insurance Institute for Highway Safety, a group financed by the insurance industry, currently conduct crash tests for third-row safety. Safety experts say the most effective air bags are those that provide head protection, like side-curtain bags or sausage-shape bags that inflate out of the roof. The optional third row in the latest version of the Ford Explorer is not covered by the vehicle's ''safety canopy'' air bag, which inflates to protect passengers during rollovers, said Jim Boland, the advanced safety manager at Ford. The seat does come with three-point belts, but they don't have pretensioners that pull the belts tight in a crash; the Explorer's first-row belts do have pretensioners. For 2004, the Dodge Durango, which has long offered a third-row seat, adds a side-curtain bag that covers the third row. The Chrysler Pacifica wagon also has such a bag. ''We need to learn more about the third row,'' said Stephan J. Speth, director of safety for Chrysler. ''We don't know as much as we should.'' Volvo, which bases many of its safety features on a database of 25,000 actual crashes, has packed its new utility wagon, the XC90, with third-row safety features including a curtain bag.
The XC90 has been designed so the forward-facing third row sits a foot away from the back window and on top of the rear axle. The axle is made of steel, not aluminum, providing better protection to occupants in a rear side-collision. ''Even at 5 miles per hour, a child could be thrown out the back window,'' said a Volvo spokesman, Dan Johnston. ''We've taken the position that if we offer third rows then we have to design them for safety.'' Lisa L. Lage, a mother of two in Macomb, Mich., was so concerned about the third row in her Buick Rendezvous that she decided not to let her two daughters ride there. ''The seat is just too close to the back window,'' Mrs. Lage said. Now, after receiving a recall notice for the rear latch on the Rendezvous, she is even more certain that her children or their friends won't ride in the back. The recall was prompted by a high-speed rear-end crash in which the hatch came open and an occupant was injured, said Jim Schell, a spokesman for General Motors' safety office.
He said G.M. had been unable to replicate the latch problem in tests, but was nonetheless recalling 107,000 vehicles from the 2002-03 model years to strengthen the latch. Safety experts agree that children are safest in the second row of any vehicle. But wherever anyone sits, the head restraint should be properly adjusted, said David Champion, auto testing director at Consumers Union, who added that the top of the restraints should be even with the top of the head.
