As dogs played in the background and several sat near his feet, the Democrat outlined his plan in the wake of recent incidents such as when Charlotte, a Maltese/Shih-Tzu mix, who was found battered and in a plastic bag last year at just 3 months old.

McMahon, who is running against Republican Joan Illuzzi, pledged to create an animal cruelty unit within the D.A.'s office. He noted studies that show that animal abuse leads to other crimes, like child abuse and domestic violence. "It's the broken windows philosophy taken a bit farther, which is simply going after predictive or gateway crimes," he said. "We know that animal abuse is one of those." McMahon said the animal cruelty unit would have a dedicated assistant district attorney, an investigator and an analyst who would be given special training. Currently, the D.A.'s office has an assistant district attorney and some investigators who handle the cases but not exclusively. He called the office "underfunded" and said he would seek additional funding for this and other initiatives. McMahon also said he would establish a program to educate people about caring for animals and said he would continue the work of former D.A. Daniel Donovan, who started an animal neglect prevention program that provides veterinary care for people who can't afford to pay for their pet's care and might otherwise neglect it.

The candidate noted the work done by state lawmakers, particularly Sen. Andrew Lanza (R-Staten Island) and Assemblywoman Nicole Malliotakis (R-East Shore/Brooklyn) in sponsoring a group of bills to create harsher penalties for those who abuse animals. He said he would work with them and others to push for such legislation, which wasn't voted on in last session. McMahon pledged to work with the city's new animal abuse registry, breeders and those who sell animals "to prevent abusers or bad pet owners from getting new pets." He said he would also advocate for a state and national registry to track abusers. His office would partner with organizations to rescue abused animals and place them — along with their family, if abused — into safe places. Standing alongside him was Susan Lamberti, an animal rights activist who is the wife of former Borough President Ralph Lamberti, co-chair of McMahon's campaign. "I really think that we need to support him," she said.

"We need to let him know that there are many, many of us on Staten Island who find animal cruelty disgusting."
